Mr. Skogen heads Rowe | Mullen's employment law practice where he focuses on providing advice and counsel to San Diego's business community.  Mr. Skogen advises and represents clients in both state and federal court trials, pretrial litigation, mediation, and arbitration. His practice includes:

  • Co-managed the confirmatory discovery process in In re Titan, Inc. Sec. Litig., Master File No. 04-CV-0676-LAB (S.D. Cal.) which led to the approval of a $61.5 million settlement.
  • Served as Counsel to the United States as a legal adviser providing analysis and evaluation of the legal sufficiency of actions and instruments dealing with obligating and disbursing home and business disaster loans throughout the United States.  In this capacity, Mr. Skogen advised on issues involving borrower eligibility, permissible liens, encumbrances, security instruments, property ownership, including proper vesting and conveyance, title opinions, trustor/trustee issues, and corporate governance.
  • Served as field agent/liaison along the Gulf Coast in the aftermath of the Katrina, Wilma, and Rita hurricanes. As such, Mr. Skogen conducted legal analysis under various state and federal laws, including evaluation of the legal sufficiency of agency actions, lending agreements, title interests, and security instruments in connection with federal mortgage-based loan assistance for the repair and rebuilding of disaster losses.
  • Instructor at the University of San Diego School of Law's annual "Deposition Skills" MCLE program following the model developed by the National Institute for Trial Advocacy (NITA).
  • Panel member for MCLE luncheons for the San Diego County Bar Employment Section.
  • Served as Justice on the University of San Diego School of Law's Honor Court.
  • University of San Diego School of Law Delegate to the American Bar Association National Conference in Washington, D.C. 


Mr. Skogen and his law school sweetheart, Daphne, married and have two young daughters, Harper Rae and Sloane Emilie. Daphne works as a Deputy City Attorney for the City of San Diego. The Skogens enjoy concerts in the park, tennis, softball, and whatever the girls are interested in.
